Yury has 20 years’ experience in financial transactions. He is an acknowledged expert on the Russian capital market, and in structuring financial transactions in terms of PPP projects. 

Yury chaired the Legal Committee of the Working Group for Residential Housing Finance and Securitization in Russia under the International Finance Corporation (IFC). He is one of the principal authors of the Russian draft law On the Development of Project Finance prepared at the request of and in cooperation with the Russian Ministry of Economic Development (2010-2011). Yury has been actively involved in reform of the legislation on pledge under a joint project between the Ministry of Economic Development and the European Bank for Reconstruction and Development. Yury is a member of Expert council of PPP Development Center.

Yury is a Head of PPP & Project Finance at LECAP Law Firm, established in 2012 and now being one of the headliners of legal consulting in Russia. Yury’s PPP team has supported more than 75 PPP projects all over Russia (in 30 regions) with total investments over RUB 144 billion. 17 concession agreements (investments over RUB 22 billion) were signed with the support of LECAP’s PPP team.

Each year Yury is ranked in PPP, project finance and infrastructure by Chambers Europe, the Legal 500, Best Lawyers, etc.

EDUCATION

Yury graduated from the faculty of law of Far Eastern State University in 1998 and received a master’s degree from the Russian School of Private Law in 2001. Yury took a post-graduate course in the Institute of Legislation and Comparative Law under the Government of the Russian Federation in 2002 and in the International Institute for the Unification of Private Law in 2004. Yury took a Ship Finance course in Cambridge in 2010 and a Moody's course on credit assessment of territorial entities of the Russian Federation in 2011.

EXPERT COUNCIL / TASK FORCE MEMBERSHIP

  • Yury is a member of Expert council of PPP Development Center. Expert council was established in order to consolidate all the stakeholders to develop public infrastructure by means of PPP. Its core activities are as follows: launching strategic projects targeting PPP development in Russia, regulatory expertise both at federal and regional levels, holding strategic expert sessions on PPP in Russian regions, and development of ROSINFRA – infrastructure projects support platform
  • Yury, as an expert in PPP in IT, is a member of the task force on the development of draft law No. 157778-7 ‘On Amendments to the Federal Law ‘On Public-Private Partnership, Municipal-Private Partnership in the Russian Federation’ and amendments to certain regulatory acts of the Russian Federation’ (related to recognition of information system as an object of an agreement)

PROJECTS

Yury led advice on a number of PPP concession projects, including the following: 

  • Drafting and legal support of conclusion of 2 concession agreements related to creation of municipal solid waste (MSW) recycling and recovery (landfilling) system for the Saratov Region. The concession agreements were signed by the parties in 2013. Total investments – over RUB 1.64 billion.
  • Drafting and legal support of conclusion of concession agreement related to creation of MSW recycling and recovery system for the Murmansk Region. The concession agreement was signed by the parties in 2013. Total investments – around RUB 1.25 billion.
  • Drafting and legal support of conclusion of concession agreement related to creation of MSW recycling and recovery (landfilling) system for the Arkhangelsk Region. The concession agreement was signed by the parties in 2013. Total investments – around RUB 818 million.
  • Drafting and legal support of conclusion of concession agreement related to creation of MSW recycling and recovery (landfilling) system for Cheboksary, Novocheboksarsk and Cheboksarsk area. The concession agreement was signed by the parties in 2014. Total investments – around RUB 1.45 billion.
  • Drafting and legal support of conclusion of concession agreement related to creation of MSW recycling, recovery, treatment and landfilling system for the Tyumen Region. The concession agreement was signed by the parties in 2014. Total investments – around RUB 1.5 billion.
  • Drafting and legal support of conclusion of concession agreement related to creation of MSW recycling and recovery system for the Chelyabinsk Region (Magnitogorsk area). The concession agreement was signed by the parties in 2015. Total investments – around RUB 1.15 billion.
  • Drafting and legal support of conclusion of concession agreement related to creation of MSW processing, treatment and landfilling system for the Novosibirsk Region. The concession agreement was signed by the parties in 2016. Total investments – around RUB 6.5 billion.
  • Drafting and legal support of conclusion of concession agreement related to construction of complex intermunicipal landfill for MSW disposal, treatment and processing in the Khanty-Mansiisk autonomous district. The concession agreement was signed by the parties in 2017. Total investments – over RUB 1 billion.
  • Drafting and legal support of conclusion of concession agreement related to reconstruction of heat supply system in the Republic of Tatarstan. The concession agreement was signed by the parties in 2016. Total investments – over RUB 278 million.
  • Legal support of the first concession project related to creation of electric grid facilities in Russia (Tambov Region). The concession agreement was signed by the parties in 2015.
  • Legal support of concession project related to reconstruction of six boiler facilities in the Khanty-Mansiisk autonomous district. The concession agreement was signed by the parties in 2015. Total investments – RUB 322 million.
  • Legal support of concession project related to designing, construction, reconstruction and operation of the sports center ‘Sport Academy’ in Sterlitamak. The concession agreement was signed by the parties in 2016. Total investments – over RUB 94 million.
