Yury graduated from the faculty of law of Far Eastern State University in 1998 and received a master's degree from the Russian School of Private Law in 2001.

Yury Tuktarov has more than 15 years' experience in financial transactions. He is an acknowledged as an expert in the fields of innovative legal mechanisms for fund raising on the capital market, structuring financial transactions, and raising investment for infrastructure projects and PPP.

He is one of the principal authors of the Russian draft law On the Development of Project Finance prepared at the request of and in cooperation with the Russian Ministry of Economic Development (2010-2011). Yury has been actively involved in reform of the legislation on pledge under a joint project between the Ministry of Economic Development and the European Bank for Reconstruction and Development, and in developing mortgage lending and securitization in the Russian Federation.

Yury chaired the Legal Committee of the Working Group for Residential Housing Finance and Securitization in Russia under the International Finance Corporation (IFC).
